Amandeep Saini, 27, of Naraingarh was stunned to hear the response of a constable, when the former approached him for lodging a theft complaint of a cellphone at police post PGI on Thursday. The cellphone belongs to a serving Lt Col R K Saini, who was admitted in Nehru Hospital in PGI since July 3, and was stolen from his bed.
Amandeep, a distant relative of the Army officer, said he went to police post with a written complaint which was turned down by the constable. When he stressed that cellphone was costly and swift action of cops might trace it, constable asked him to come back in afternoon, Amandeep added. The cell phone was stolen between 5am and 5:30am from the bed of patient on Thursday.
Such a Shame. Being a government servant,indian police misbehaved in such a cheap manner. Such people should be stripped of their jobs immediately and should get severe punishment for what they did. This is really sick of Indian Police.

In a shocking tale, police officers, including a woman constable in Delhi, allegedly asked a woman to strip and have sex with her son, a juvenile accused, inside a police post.
The victim, a resident of Delhi's Mayapuri area, alleges that she and her husband had rushed to the local police station after her two sons were detained by the police on charges of theft.
"While returning home from the Mayapuri police station with my wife, I saw a crowd outside our house. While entering I saw a male and a female cop ransacking the place. When we objected and asked about our sons, the cops started hitting us," said the victim's husband.
"After beating us black and blue they took us to the Rajouri Garden police post around 7pm. I saw both my sons there; they had been severely beaten. The male and female police officers there started flogging all of us. They wanted to know about theft of certain items from a car," he added.
The torture ended at midnight. But only the parents were allowed to go. The children were kept in detention.
"They told me to go back home and come back the next morning at 10. But when we showed up, the policemen asked us to go back and return at 4 pm. We went home. But suddenly around 2 pm on May 22, the cops came to our house and took us to the police post.
"There they started beating us again. But after a few minutes one of the constables took me and my younger son out of the room and locked it from the inside. I was worried about the fate of my wife and elder son," he added.
Inside the room, the wife alleges she found herself in the middle of something horrible.
"They locked me and my elder son Raju. Then they started questioning us about the stolen goods. When my son and I denied all charges, the constable asked me to strip in front of my son. When I refused the constable started beating me with his lathi and forced me to strip," she said.
"Then the cops asked me to have sex with my son. Both of us started crying and I begged them to let us go. Then one of the constables asked me to have sex with him instead if I couldn't do it with my son. We begged them again and again to let us go. Finally after about one or two hours they released us," added the victim.
Terrified by the whole incident, the couple went home, silently. But an NGO Society for Social Research Art & Culture got information regarding the episode and encouraged them to file a complaint.
Top police officers refused to comment on the issue saying that the matter was being investigated. But after the NGO interfered, a local cop took the victims to the police post to identify the culprits and assured action against them. The police had lodged an FIR against the victims under section 145/10 of IPC on May 24.
"One of the neighbours called us and narrated the whole incident. We found the victims and we encouraged them to file a complaint against the culprit cops. Then on June 8, the wife wrote a letter to the Commissioner of Police, narrating the whole matter. We have already emailed the victims' story to the NHRC," said Shahnawaz Akhtar Khan, an NGO worker.
MiD DAY has a copy of the letter written by the victims. When the accused policemen came to know that the family was planning to take action, they allegedly tried to bribe them.
"They gave us Rs 3,500 and told us to go away from the area. But I declined and returned the money. They later offered me Rs 20,000 to back off," claimed the victim.

They could have taken him to the hospital immediately so that he could have been saved. But they didnt do this since they dont have anything to gain from this. Police apathy touched a new low in the capital on Thursday, when cops allegedly left a senior citizen to die on the road while rushing the occupants of a BMW car, which had knocked down the victim on NH-24, away from the accident site.
Om Dutt Chauhan, 65, a retired DTC employee who was out on his morning walk with his son and neighbours, died after lying for half-an-hour on the road between Nizamuddin and Ghazipur, close to the Akshardham temple.
Eyewitnesses said the speeding BMW, driven by the son of a prominent east Delhi businessman, spun out of control and hit the divider before ramming Chauhan, who fell on stones kept on the pavement for relaying.
According to Chauhan's son Mahesh, a PCR van arrived at the spot within seven minutes of the accident. "They first reached out to the driver — Raman Singla, whose family owns a confectionery chain in east Delhi — his father Baburam Singla and brother Deepak Singla. The cops told us they were to be taken in the PCR van so that they don't escape," Mahesh said.
Minutes after retired DTC employee Om Dutt Chauhan was hit by a BMW car near Akshardham temple, S P Shukla, an eyewitness to the accident, said both he and victim's son Mahesh Chauhan pleaded that Om be shifted to a hospital. "Instead, the cops just drove away in the wrong lane (connecting Mayur Vihar Phase-II with Nizamuddin) and then turned right towards Noida. We kept requesting other policemen and traffic police gathered at the spot to arrange for another vehicle, but they kept saying another PCR would arrive soon and added that the delay was due to the traffic jam caused by the accident," said Shukla.
"We heard a huge noise and tyres screeching. We turned around and saw this out of control blue BMW spinning wildly on the road. It hit the divider, then knocked a man down and twirled a few times in the air before hitting the pavement," said eyewitness Rajesh, a class X student.
The police have ordered a high level inquiry into the incident. "The DCP (PCR) P S Bhusan will investigate the role of the two policemen posted in the PCR," said Dharmendra Kumar, joint commissioner (New Delhi Range).
The incident was reported around 6.05am though the first PCR call in this regard was received at 6.29am.
The police, though, had a different version of the incident. "The PCR cops have told us that they found Om dead when they reached the spot. They decided to remove the driver Raman Singla to the hospital as he too was injured in the accident and was bleeding from his forehead. It was also our duty to protect him from the mob who had already began pelting stones at the car. However, everyone's role in this case will be investigated," said joint CP Kumar.
Added the SHO of the Mandawali police station: "After the first PCR left, we tried to remove the body but were physically stopped from doing so by the kin of the deceased who said that we need to hand over the accused to them." Chauhan's body was finally shifted for postmortem at the LBS Hospital around 9.15 am.
Kumar added that Raman had been arrested for causing death due to rash and negligent driving. He said Raman was driving under the influence of alcohol. "We have so far not been able to establish whether Baburam Singla and Deepak Singla too were in the car as the PCR only found Raman at the accident spot. The accused's family tried to produce one Javed as the driver of the BMW but the claim seems to be untrue," said the JCP. A local court granted Raman interim bail for a single day on a personal bond of Rs 24,000.
Talking to mediapersons, Deepak Singla, brother of the accused, claimed that Raman was innocent. "Javed was driving the car. My brother was in the backseat and he was headed for the New Delhi railway station to pick up a relative. However, news reached us that the relative had got off at the Ghaziabad station and we were asked to go back to our residence at Dayanand Vihar near Anand Vihar. The driver, thus took a U-turn from Nizamuddin and met with an accident near Akshardham," he said.
Two months ago, another morning walker, a 44-year-old gallantry award awardee, had died after he was hit by an unidentified vehicle on Africa Avenue Marg. The family of the deceased, Major Alok Singh, had alleged that there was a delay of three hours in taking him to the hospital.

The wedding card of this couple who eloped might read something like this — Satish Kumar weds Maya Pasi. You are cordially invited to attend the marriage at a police station in Uttar Pradesh’s Unnao district!
Satish, 24, and Maya, 21 – both residents of Achalganj town in Unnao, some 65 km from Lucknow – who had run away from home ended up tying the knot, thanks to policemen who were moved by their plight.
“The Achalganj police station literally transformed into a wedding venue. We even set up a ‘mandap’ in the police station and decorated it with flowers and called a priest from a nearby town, who solemnised the wedding yesterday (Wednesday) evening,” police inspector Shreedhar Pathak told reporters Thursday in Unnao.
“When locals came to know about the marriage, they too turned up to bless the couple and participated in the ceremonial function along with police. We cannot put into words what we feel after helping the couple get married,” added Pathak, who along with other policemen made the wedding arrangements at the police station.
The couple were in love for the past two years and eloped two days ago after which the girl’s father filed a complaint with the police.
Acting on the compliant, the police carried out a search operation and nabbed the couple early Wednesday from the outskirts of the town.
Thereafter, police handed over the girl to her father, while they detained Satish for questioning. However, later in the afternoon the girl turned up before police and pleaded with them to let her marry Satish.
“We were moved by the tears of the girl…When we learnt that the consenting couple were adults and their marriage was opposed by their family members, we decided to get the couple married,” said Omkar Triptahi, another police official.
After conducting the marriage, the police officials called the parents of the couple and tried to explain to them the legal aspects of the situation and counselled them to accept the couple.
After counselling, both families accepted the couple.
This is what influential people does in India. The accused get punishment after almost 20 years that too just six month jail and 1000 rupees fine. This is after the girl who has been molested went on to commit suicide after the harassment which she went through. This is the example in misuse of official power by a police officer who used his influence and contacts to escape punishment for nearly two decades for his crime.

Outrage is growing in India over a six-month jail sentence handed out to a former senior police officer convicted for molesting a 14-year-old girl.
Ruchika Girhotra complained in 1990 that she was assaulted by SPS Rathore.
After Mr Rathore used his influence to harass the Girhotra family, Ruchika committed suicide three years later.
Earlier this week, a court found Mr Rathore guilty, but Ruchika's family and activists say he has got away with a "very light punishment".
Mr Rathore sentenced in jail for six months and ordered to pay a fine of 1,000 rupees ($20).
He is currently on bail and has said he would appeal against the order.
"This six-month punishment is not enough, it has hurt us, what kind of justice is this?" Ruchika's father Subhas Chander Girhotra asked reporters in the northern Indian city of Chandigarh on Thursday.
"We want exemplary punishment for him so that Indian children can be safe in future. My daughter is dead, but at least no other girl should meet the same fate," he said, sobbing.
"All these years, we have stayed underground due to harassment. We would got knocks in the middle of the night. He was the director general of police - who could we turn to for help?
"We are still living in fear."
Television footage, showing a laughing and unrepentant Mr Rathore following the court order, has angered many civil rights groups.
Campaigners say he should be tried for "abetment of suicide" which carries a much longer jail sentence.Analysts say Ruchika's case is a classic example of misuse of official power by a police officer who used his influence and contacts to escape punishment for nearly two decades for his crime.
Ruchika was a budding tennis player when she was assaulted by Mr Rathore, a senior police officer and president of Haryana state Lawn Tennis Association.
After her family lodged a complaint with the Haryana chief minister, the state police chief RR Singh was asked to investigate the case.
In his report, Mr Singh said there was credible evidence in the allegations and ordered the police to file a case against Mr Rathore.
This was just the beginning of nightmares for Girhotra family as Mr Rathore used his influence to harass them.
She was thrown out of school for "late fee payment" and her 14-year-old brother Ashu was falsely charged with theft several times until the Punjab and Haryana high court intervened and ordered an end to his harassment.
Unable to deal with the trauma, Ruchika committed suicide in December 1993 and her family went into hiding.
In 1997, the case was handed over to the federal police, Central Bureau of Investigation (CBI), which concluded Mr Rathore was guilty and formally pressed charges in court in 2000.
In the meantime, Mr Rathore was promoted to the head of Haryana police.
In a case that took 19 years to reach a conclusion, Ruchika's family and friends say they are disappointed by the verdict and will continue campaigning to get justice.
A candle-lit march will be held in Delhi on Thursday(24th December 09) in a bid to mobilise support for their campaign.
Aradhana's father, Anand Prakash, says, "We will see to it that justice is done."
Aradhana was Ruchika's close friend. Both of them used to play tennis together, where this incident happened.

A jailed gangster who audaciously checked into a government guest house with the connivance of policemen and was javascript:void(0)having a good time has been caught in the act. Gangster Ateeq Khan is headed back to prison while four guilty policemen have been suspended. Charged with murders, abductions and other heinous crimes, Khan was brought from Uttar Pradesh’s Siddhartnagar district jail to Kanpur Dec 17 to attend a court case.
Later, instead of going back to prison, Khan quietly moved into the railway guest house in Lucknow with the connivance of the policemen, said police officials.
There, Khan and the policemen, joined by the former’s associates, every day enjoyed the “best of food and luxuries”, Additional Director General of Police Brij Lal told reporters here.
The guest house belonged to the North-Eastern Railway and was located in the Charbagh locality, near the Lucknow railway station.
Someone decided to expose the farce by tipping off the authorities.
On Monday, the Special Task Force (STF) raided the guest house and nabbed the notorious gangster, his accomplices and the policemen.
An inspector and three constables have been suspended. Criminal proceedings have also been initiated against those caught at the guest house.
Asked if railway officials too were involved in the scam, Lal said: “It needs to be probed.”

Two police officers in India have been arrested after allegedly throwing a pregnant woman and her three-year-old daughter off a moving train for refusing to pay a bribe of 100 rupees.
According to a police report, Ram Singh and Sudhir Singh demanded the bribe on Thursday when Dinesh Kumar Lodh and his pregnant wife Kavita attempted to carry his bicycle into the train compartment when the couple boarded a train in the Lakhimpur Kheri district of the northern state of Uttar Pradesh.
When Mrs Lodh said she was not carrying enough money, and instead offered a 5 rupee bribe, the railway officers allegedly pushed her from the train.
As she struggled to grab hold of the door, she fell under the wheels of the train and was killed instantly, witnesses said. The little girl, who had been sitting on her mother's lap, also fell out of the moving train but escaped with minor injuries.
Police bribes are a part of daily life in India, but this incident has caused widespread anger.
As news of the incident reached the family's village, a mob headed for the next stop - Tikuniya railway halt - where they attacked the two constables, causing multiple injuries.

The busy Howrah is often referred as a `city with a heart'. But on Monday it proved itself heartless when busy commuters just walked past a howling and screaming 30-year-old Vishal Shukla who was knocked down and had his waist smashed by a private bus. He was on the road with serious injuries to his face, pelvis, arms and legs. Unable to move, he begged for help from passersby and shopkeepers but no one in the crowded area paused for a moment. Local reports said thousands of people, including policemen, passed by him.
He kept yelling and screaming for help for almost 20 hours in one of the busiest intersections in Howrah between Sunday night and Monday evening. A busy and mindless Howrah just walked past him.
Luckily for him, a bus conductor pulled him away from the road late in the night and put him on a pavement lest he be run over by another speeding vehicle.
This is not the first time that Howrah has had its heart missing. Last year, two persons bled to death while police squabbled over jurisdiction.
According to the local media, Shukla is an educated youth from Siwan in Bihar and had arrived at Howrah station on Sunday evening in search of work. He was knocked down as he was going in search of a hotel.
Amit Kumar, the bus conductor who pulled Shukla to the pavement was quoted in the local media as saying that he asked an on-duty constable to help him take the injured man to a hospital. "He wouldn't listen. We were scared of doing it ourselves because police would have been after us," Kumar said.
A frustrated Kumar and his friends then left some biscuits and water for Shukla and went away. The Bihar boy continued to bleed and suffer excruciating pain through the night, and all of next morning. On Monday too nobody came to his help even as he continued to beg that he be taken to a hospital.
A number of police patrols passed the area but they had no time for a man in agony.
Finally at around 4 pm, journalists were tipped off and when the incident got a coverage on local channels, locals and police had a sudden change in heart and rushed in wanting to be caught on cameras. Shukla had to undergo another bout of pain as no stretcher was brought. He was bodily lifted, his smashed legs dangling, He was later admitted to Howrah district hospital where doctors said his injuries are severe in nature.
Additional SP (town) Sukesh Jain defended his men, the local media said, claiming that the department was not aware of the accident till Monday evening though Howrah police station is hardly a kilometre from the spot.
We all read in the news about the Goa Express train mishap near Mathura. Everyone is blaming on the drivers of the Goa Express train and his negligent driving. But the true story is that the Mewar Express(to which the Goa Express was rammed) was stopped in between two stations because of the chain pulled by someone.
The news says "The Uttar Pradesh police has registered a case against 'unknown persons' after it emerged that the Mewar Express had come to a sudden halt because the emergency chain was pulled, following which the Goa Express rammed into it, killing 22 people."
In Kota (Rajasthan), Additional Superintendent of Police, Bhupendra Sahu, refused to comment on whether an escape attempt by a criminal on the train led to the accident but added, "All the three officials involved in the incident have been suspended and an inquiry has been ordered."
The office of Senior Superintendent of Police, Mathura City, had earlier said it has received two separate complaints -- one relating to the train accident and the other being that of an accused escaping from custody of Rajasthan policemen.
It is alleged that Munna Sazid, an accused in a robbery case, was being taken from Kota to the national capital by the Delhi-bound Mewar Express for a hearing in a Tees Hazari court. He was being accompanied by three police constables of Rajasthan Police -- Ashok Kumar, Veerendra and Bahadur. At the Mathura station, Sazid asked for permission to go to toilet.
As soon as the train started gaining speed, he pushed one of the constables and jumped from the train prompting the police officials to pull the chain to bring it to halt, according to the complaint.
